Dimethicone peg-8 meadowfoamate

Can anyone tell me how soluble this cone is please (if anyone knows.)) I've done a search on it and found one person who said it didnt work for them, but that's all.

It's in my bottle of Vo5 Hydrators 'gushing springs' (American distribution) which I had thought was cone-free like my other CO conditioners from VO5 (SKR, KLS etc.)

Any help much appreciated. (I'm assuming it's not a non-soluble one like cyclopentasiloxane?)

This page says it's dispersible, but not soluble, if that helps.
