To get the hair to grow faster? Let it soak for 2-3 weeks and then strain. It does the trick for me. Rosemary essential oil is good for the scalp and hair but it can be very irritating in large doses. That recipe sounds like a high proportion of eo. I would start with a few drops diluted in the olive oil. A great book for using essential oils is the The Complete Book of Essential Oils & Aromatherapy by Valerie Ann Worwood. She discusses carrier oils too (olive oil, apricot kernel oil, etc) and whether they should be used on the skin by themselves or if they need to be mixed with other oils. Wormwood recommends only using 10% concentration of olive oil. You can probably look at it on amazon. Base oils are mentioned on pp 15-17. That was a much more articulate description of what I meant to say. I haven't read that particular book, but I know from experience that essential oils can HURT in high doses.
